Seven generations is a shared perspective with emergency planning

As part of my Water District work, I've started expanding my policy focus to emergency/disaster planning, or "resilience" as the current buzzword goes. Taking the long view seems as necessary in disaster planning as it does for the environment - planning for a 100 year flood means many areas will go 200 years or longer before the event you've planned for finally happens. I sure wish we could do climate planning in anticipation of what things could be like in the year 2213.

What got me started on this post is a presentation I saw yesterday - I'm the Water District rep to a regional planning organization for emergencies, and the presentation was on the role of local ham radio. We have over 7000 licensed radio operators in our county of nearly 2 million, and about 700 have taken additional training in emergency communication. Another 100 or so maintain emergency kits so they can travel to a site and start communication even if all power, phone, cellular, and internet access is down. They have a separate non-profit and work closely with government emergency services, and it's all volunteer with minimal (but some) governmental funding. It's a great backup system.

Resilience in response to changes is an emergency planning concept as well as environmental concept - a healthy ecosystem and climate can absorb challenges and still function. If we push things to the edge, then maybe not.


UPDATE:  forgot to note an important psychological difference. Emergency planning is all about training so that much of what you do is rote and you only improvise as little as needed. The quasi-military, hierarchical culture is obviously a different world.

My carbon or yours?


So our water district staff presented how they thought we could reach carbon neutrality by 2020. Depending on how you do the numbers, we became carbon neutral without even trying.

A lot depends on this:

That's how much energy's used to cradle-to-grave a water drop from the Sierras to the outflow of a wastewater treatment plant. My district is a water wholesaler - we handle the first three steps, and then a water retailer (either a private company or city government) buys the water from us, gets it to the end user, and picks it up from there to a sewage treatment plant. You can see the main energy use is the end user, mainly because they heat it. Our staff argues that end use is by the end user, not our responsibility, and I said I'd have to chew on it. Any thoughts? Possibly relevant is that the vast majority of water we sell them never gets heated, so that end use figure conflates some very high and much lower energy using water together.

This is important not only because it says we're not causing that lion's share of energy use, but because our water conservation programs are focused on end users, so reducing their usage could be counted as an offset. That gets us to carbon neutrality pretty easily if you accept numbers that no one's really going to accept, but still more easily than I expected even with more realistic assumptions.

In other news, the Army Corps of Engineers is drawing a reasonable amount of tax money from our county but not funding many flood control or San Francisco Bay restoration projects. You can hear what passes for a "concerned statement" on my part below:

The long tail of climate change mitigation


Our Water District recently reviewed a draft energy audit on controlling our energy use.  The Board Chair and I had a lot of questions and comments on how we will relate the energy audit to our new goal of achieving carbon-neutrality by 2020.  Some of my general comments are below:

Later on I suggested that we have a "Climate Impact" discussion included in every agenda item just like we currently have a "Financial Impact" discussion with every agenda item.

My point in mentioning this is that these types of actions fall somewhere in the long tail of actions to fight climate change - a program that can affect a lot of people while falling far short of the headline-generating action on a state or national level.  Just as individuals changing their behaviors can make a difference, though, so can these types of institutional changes.  I don't know of a good way to isolate and measure the effects of voluntary actions by local and regional institutions to address climate change, but they shouldn't be ignored.

The path to citizenship will be crooked for Republicans


A few more thoughts on the election and then I'll let it go:

Immigration.  The Republicans are in trouble on immigration and citizenship no matter what they do.  No change and they imitate the California Republican Party in relevance.  Much of their elite seems to realize this and want to compromise, but the Democrats should put them through a wringer and demand everything the Ds think should happen:  a reasonable pathway to citizenship for immigrants who have been here for a reasonable amount of time.  The 1987 amnesty applied to people who had been in the country for over five years, setting them on a path to citizenship seven years after being legalized.  Personally I'd lengthen the first period and shorten the second one, but it's a reasonable model for the future.

If the Rs refuse to pass something like this through Congress, then beat them up over it in 2014 while also getting the best compromise possible.  If the Rs do pass something substantial, then they still lose, because those legalized citizens will be Democratic voters for a generation and a fraction.  The Rs painted themselves into this corner, it'll be a long time to get out.  The white vote share of the presidential electorate is declining 2 points every four years, probably translating into a one-percent gain each cycle for the Democratic candidate.

Denialists lost seats.  In under-reported news, four out of five Congressional Representatives dubbed the "Flat Earth Five" by the League of Conservation Voters for denying climate reality lost their seats, and eleven of twelve generally anti-environment candidates also got beat.  These people were specially targeted and I've been looking for more specifics; the League needs to update their website (a little update here).  This is a nice bit of karmic payback for 2010, when most of the eight Republicans who voted to do something about climate lost their seats to primary challengers.

Citizens United redistributed income.  Some billionaires redistributed a few percent of this year's income to the somewhat-less wealthy without causing too much harm at the federal level in this election.  I'm not quite as sure they were harmless at the state and local level this cycle, and even the dumbest of rich people may learn to spend their unlimited campaign money more effectively in the future, again most likely by targeting it at the state and local level.  Watch out for next time.

Overturning Citizens United.  Obama will probably nominate 2-3 justices over the next four years.  Ginsburg, age 79 and with previous cancer bouts, should have retired a year or two ago but took a huge risk hanging on.   Hopefully she'll do the right thing, and Breyer, age 74, might do the same.  The conservatives' ages are 76 (Scalia), 76 (Kennedy), 64 (Thomas), 62 (Alito) and 57 (Roberts).  They'll do their best to last out four years, but might not have a choice.

Bahrain Silence = Climate Silence.  Juan Cole had an interesting post about continuing repression in Bahrain against the Shiite majority.  Too bad that Romney wasn't asked to compare his relative activism over Syria, which I liked, to the situation in Bahrain.  Maybe the Republican talking heads on the Sunday shows could still get asked - this is the worst situation of the US looking the other way, for somewhat obvious military reasons.

Hanging up my local politics crystal ball.  My water district had three elections, and I called all three wrong.  It doesn't make the results bad - I'm actually thrilled that our funding measure that needed two-thirds' support under California law received 72.65% support, and it includes $24 million that helps prepare for sea level rise along San Francisco Bay.  Staff's first draft had $5 million for this; I can (and will) take credit for much of the increased funding.

UPDATE:  forgot to add my plea to reduce the Senate filibuster bottleneck, along with the actually-still-alive hope that Harry Reid might do it.

UPDATE 2:  with actuarial tables and my trusty calculator, I get a 79% chance of four-year survival for each of Scalia and Kennedy, 93% for Thomas, 94% for Alito, and 96% for Roberts, leaving a 52% chance that all five will survive four years.  Their health probably makes this an underestimate, but severe disability might also get one or two of them to leave if they really couldn't serve.

One climate adaptation in process for local water demand


So I'm going to get at least one of the climate change goals I've had for my Water District - recalibrate anticipated future water demand based on anticipated future temperatures.

I know that anticipating our future local water supply (about 35% is local, 55% from the Sierras, and 10% is from conservation) is really difficult.  Most likely it will be worse - longer droughts and larger percent of precip coming in large storms where the water mostly flushes to the ocean instead of percolating to groundwater or caught in reservoirs.  Also less snow - and we do get snow in the Bay Area hills, even if it doesn't last.  But none of this translates into numbers that we can plug into our 25-year projections.

Demand, or at least aspects of it, can be modeled in a climate-changed world.  Thanks to weather, we've got past unseasonably-warm years that will be just typically-warm years of the future, and the increased demands from crops and landscapes due to warmth should be easy to see.

While this analysis didn't go into a water supply master plan that we approved last week, it will go into the next iteration.  I brought up the issue below, and got support from our board chair and (after discussion of other issues by staff) from the conservative Republican director on our board:

Wish it was this easy all the time.  Adaptation to climate change still seems like the easiest way to bring about acceptance of climate reality, despite North Carolina's legislature.

Brian's call to Santa Clara County environmentalists to vote for the Safe Clean Water Measure


After the jump below is a shortened version of a letter I'm sending far and wide to the local environmental community in support of a funding measure for the Santa Clara Valley Water District that I represent.  The funding goes to watershed restoration, water supply, and flood control, with this appeal directed to environmentalists.  Mail-in ballots will go out next week.

As a long time environmentalist with what I hope is some “street cred” on valuing the environment and knowing the Water District, I urge you, I beg you, to support the Safe Clean Water measure - Measure B - on the November ballot and to tell your friends to do the same. This fall might be our only chance for a decade or longer to get expanded environmental funding, and it definitely is our best chance based on what we currently know about future circumstances.

I'm a carbon neutral delayist - until 2020


At Monday's Water District meeting, we revised our greenhouse gas/climate change policies.  The prior policy was to reduce emissions "when feasible".  Staff's new proposal was to "strive for carbon neutrality".  The Board Chair (and the other enviro on our board) wanted more.  She said she wanted to achieve carbon neutrality and to give a date, even though it was one she didn't expect to meet.  The date she gave was 2015.

I didn't know she was going to do any of that, so it was a pleasant surprise.  I thought having a date, or figuring out a date soon, was good but we need it to be defensible.  We're already pretty good on emissions, getting most of our power from carbon neutral hydro, but we still use a lot of other power, have a lot of vehicles, and a lot of construction.  I argued for either 2020 or for setting up the process now for establishing a date.  By 2020 I said we should be well along in San Francisco Bay wetlands restoration, which should absorb a huge amount of carbon emissions and make carbon neutrality possible.  The Board settled on that date.

The reference to "purpa" is actually the Power and Water Resources Pooling Authority, a joint government agency that buys power directly from providers instead of going through utility companies, giving us a lot more control over our carbon emissions.  This is why we have a chance of achieving neutrality.


The truth is I'd be thrilled if we achieved carbon neutrality by 2020, but let's see how close we can get.  I need to start working on the planning for it.

My six million dollar memo


I wish I always generated an economic return of $3 million per page.

The above is gross oversimplification and credit-hogging that should be shared.  The somewhat more accurate summary is that my Water District may go to the voters to request an extension of a property tax that will otherwise expire.  I've pushed on the contents of the tax in the past, like getting more money to deal with sea level rise along San Francisco Bay, and on Tuesday I tried to redirect and increase the funding for environmental programs.  I wrote a two-page memo to convince staff and especially the directors to make the changes.  I didn't get redirection, but I did get $6 million more for to help our streams, and that seems like a good outcome.

A longer version of this post, including the memo in all its glory is here at my Water District blog.  The main reason I'm writing here is just to comment on how useful it's been that I'm willing to make my arguments in writing.  Not many of my fellow directors seem to want to do that, but I think it's been essential in helping me change policies that I'm willing to put down on paper exactly what I think they should say.  I might not get that exact change, but I get something.

I taught an undergrad class some years back where I emphasized the importance of writing well, or at least writing adequately.  I'll stand by that claim.

Presenting at Sustainable Silicon Valley on water and climate change



On May 24th, I had the opportunity to speak on behalf of the Santa Clara Valley Water District at the Sustainable Silicon Valley's annual WEST:  Water, Energy, Smart Technology Summit.  More info about my panel regarding regional resilience to climate change is here, and my presentation is below:



Supposedly, we followed a variant on the Pecha Kucha, 20 slides/7minutes presentation.  Some speakers completely ignored the rules; I didn't think quite that far out of the box.

My Powerpoint had a glitch - it was advancing automatically while I was talking.  Fortunately, they removed that from the video.  Unfortunately, fixing that appears to have lost two slides in the process.  At about 5:10 I start referring to a compromise between letting the bay advance due to sea level rise and protecting critical areas at a red line, and that missing slide is here:

FEV2Gen to support V2G


To translate, corporate Fleet Electric Vehicles could add power To backup Generators and push Vehicle-To-Grid technologies along.

V2G involves drawing power from electric vehicle batteries to supplement the power grid, instead of connecting the EVs to the grid solely for the purpose of charging up the EV to drive around (great info at University of Delaware).  This could have a lot of economic value by timing when you charge and release power from the batteries, and go a long way to support renewable power by providing power storage.  A related idea would take old EV batteries when they're no longer reliable enough for vehicles, but still have significant storage capacity, and using them as power backup.

For decades, people in developing countries have used regular car batteries for power supply.  In recent years, hobbyists have modified hybrid cars to power homes, and EV carmakers are finally starting to make that option available to individual buyers.  V2G experiments are happening, but we've got miles to go.

The water district that I help direct is considering spending $700,000 to $1 million to buy/upgrade two generators (100kw and 650kw) for our buildings.  We have to have power 24/7, especially when the Big One hits or if a major storm takes out power at the same time that it causes a flood.  We have a significant vehicle fleet of our own, and 700 employees who mostly drive to work.

If much of our vehicle fleet were to be converted to EV and networked to add to the power we'd receive from our generators, then we could either use less-powerful generators or extend the time that we can operate without system power.  As an additional step, we would also have a financial incentive to work out deals with our employees, providing them with financial incentives if the EVs they drive to work could be used to supplement generator power while they're there.

This is a miniature version of the V2G solution for broader society, operating in a situation where having the power would be extremely important and otherwise hard to obtain.  Other government agencies could be in a similar situation - they own a substantial vehicle fleet and need generator power.  Other places like hospitals may not have much of a fleet but would have employees there 24/7.  I think using your own fleet may be simpler at first, but working with employees is the next logical step.

Another advantage this system might have would be for transitory blackouts.  Backup generators are inefficient and polluting, while most blackouts are short.  Maybe we could have enough EVs attached so that for an initial period of 30 minutes or so, they provide all the backup power, and only if the power is still off does the generator kick in to stop battery depletion from happening too fast.  With luck, the generators would never be used at all except for testing and maintenance, something that California's air quality regulators might appreciate.

Having these systems might be good practice for and help acceptance of larger scale V2G, as well as being an additional incentive to just get more EVs on the market.

Just an idea at this point though....

California climate offsets and additionality


I spent two days last week at the Association of California Water Agencies' spring conference.  What is that?  Yes, I am an exciting person always seeking thrills and experiences.  Why do you ask?

The conference had an interesting-to-me panel on the financial aspects of California's cap-and-trade auctions.  Entities subject to the cap are allowed to get up to 8% of their carbon allowances through offsets.  The 8% max isn't for total allowances, it's for each emitter - one rich emitter can't satisfy all the obligation through offsets.

All offsets have to be certified through the California Climate Action Reserve - you have to do more than just say "I paid JimBob to add solar panels to his roof, so I'm done now."  The Reserve's protocols then has to be accepted by the California Air Resources Board, and only a few have so made it so far. The key idea is that offsets are going to be like wetland mitigation banks - people will be financing new actions that reduce emissions, certify them, and then sell the allowances that result from the decreased emissions.  This could assist in establishing a distance between buyer and sellers of offsets.

Additionality has some interesting twists - to the Reserve, satisfying additionality must go beyond legal requirements, must be initated in a timely manner (no backdating old projects to claim they deserve credit as offsets) and must exceed standard business practices.  Last one's the trickiest, of course.

I did a write-up for my water district about the conference:
 3.    AB32 and tidal wetland restoration
One panel focused on cap-and-trade.  Afterwards I talked to panelist Joel Levin of the California Climate Action Reserve, a state-created nonprofit that certifies third party carbon offsets that can be sold to entities that have to comply with greenhouse gas reductions.  I asked him if they have done any work with tidal wetland restoration as a carbon offset.  He said they had and believe the technique could be used as a carbon offset and therefore a financial benefit to those who are certified as creating the offset.  However, they presently do not have an accurate estimate of how much carbon is sequestered in order to certify an offset.  It is an ongoing area of scientific analysis. 
 There are two other barriers to Water District benefits from tidal wetland restoration as a carbon offset.  First, we don’t own the baylands that are being restored – the federal government does.  However, we are helping restore them, so we might be able to reach an agreement to share in any offsets created.  Second, the Reserve does not now accept offsets created on federal land, but it is working on eliminating that restriction. 
We have some big plans to do tidal wetland restoration of 16,000 acres in South San Francisco Bay.  This has potentially huge carbon offsets that could help tremendously with financing this project.  My understanding is that tidal wetlands have as much or more carbon sequestration benefit as freshwater wetlands, with none of the counterbalancing methane emissions.

OTOH, selling offsets eliminates the carbon benefit from restoration, at least to the extent you sell offsets.  Still there are countless other benefits from getting back wetlands, including other climate benefits.  Tidally-influenced areas can catch sediment that otherwise sweeps out to sea, making it at least somewhat more likely that the marsh areas can keep pace with sea level rise.


I'll just add a tangent from the memo about another topic that might interest people, putting solar panels on canals and reservoirs:
 1.    Solar power on canals and reservoirs
I talked to two solar power exhibitors, SunPower and SolarCity.  I asked both of them if anyone had used canals or reservoirs as areas to place solar panels.  Both brought up the potential advantage of reducing evaporation and the “free” space you wouldn’t have to rent or buy.  Both also mentioned an experiment by a winery that set up panels over a small reservoir/pond using a series of pontoons.  Neither company was the contractor in that case and the experiment has not been repeated.  They believe maintenance would be expensive.  SolarCity said something like it has been discussed for the State Water Project. 
 I mentioned to both of them that there might be advantages in many districts in reducing algae growth in reservoirs, and that our District in particular might benefit from reduced mercury methylation.  They hadn’t considered those potential benefits.  I told them this was just speculation on my part, and both said that if the District is interested, they’d be happy to talk to us.  My impression is that both thought this would be difficult. 
Not impossible, but not easy.

My closest approach to an "anti-environment" vote, for what it's worth


On Tuesday, the Water District considered what position it should take on H.R. 1837, a piece of ridiculous, environment-destroying legislation that would ruin the Sacramento River Delta ecosystem in favor of Central Valley farmers.  It contradicts the "co-equal goals" that have driven attempts to manage the main water supply for California, that environmental restoration and stable water supply are to be on the same footing.  Our District is fairly uniquely situated because we have a strong environmental commitment and we get a lot of water from the Delta.

The thing is, it's not going anywhere - the legislation was written without any Democratic input and has been sent to die in the Senate.  We could take an oppose position, but that would hurt our ability to work on other legislation with Republicans that is currently in the House.

The staff recommendation was to take a "watch" stance instead of "oppose".  So here's our discussion ("aqua", btw, is the ACWA Association of California Water Agencies and a heavyweight in political discussions of water issues):

Essence of my position in favor of watch instead of oppose, said a little over 20 minutes in, "My best understanding is that it's symbolic, it's political theater, and I don't want to take a hit on substantive legislation just in order to make a point."

I added a few things to make us ready to oppose it if it turns out to be more than political theater.  My position won 5-2, with the two wanting to take an oppose position.  The chair and I are the known enviros and we both supported the watch position.  The three "old guard" directors split, with one of them taking our side.  An interesting split.

I just was told today that ACWA's advisory committee retained a "watch" position, so we didn't blow it there, so far.

Nuclear energy versus flood control - choose one


I spent most of this last week on my second trip to Washington DC on behalf of our local water district, trying to see if we can funding for flood control projects primarily, and secondarily for environmental restoration and dam safety.  I'm getting to the point now where I'm starting to understand what it is that I don't know, so maybe that's progress.

Comments I wrote about the previous trip still stand, especially regarding budgets.  Here's something new to me:  the implication of the fact that the Corps of Engineers flood control budget competes with the Department of Energy's nuclear power development program budget in a budgetary appropriations subcommittee.  DOE also supports nuclear weapons programs, but I'm not clear as to exactly where that money comes from.  As political actors starting from Obama and moving to his right support subsidies for nuclear power, that limits the amount of money we can get to support our flood control projects (which incidentally have a lot of good environmental aspects to them).  So far, it's not looking good for flood control.

In a rational world it's not clear why these two budget items would face off any more than any other two federal budget items, but that's not the hand we've been dealt.  More question in my mind then whether nuclear power deserves the vast level of subsidy it's been given.


In other news, more speculation about Santorum 2016, this time from an apparent Santorum skeptic who sez "I wouldn't put him among the top three contenders".  I suggested in the comments that we make it interesting with a nominal $50 bet over whether he fails to place third.  The apparent skeptic questioned whether he had made a prediction, so I guess I stand corrected.

Who are these people that John Christy is refuting?


Maybe Christy is just being polite by failing to name the people he describes below:

"The dramatic claims about snow disappearing in the Sierra just are not verified," said Christy, a climate change skeptic and director of the Earth System Science Center at the University of Alabama in Huntsville. "It looks like you're going to have snow for the foreseeable future."

I'm somewhat surprised that people were saying that a massive mountain range with much of the elevation exceeding 10,000 feet was not going to have snow in the foreseeable future.  As kind and fair as Christy is, I think he should gently criticize by name the people who've said that, as well as the experts who've said that we currently see a decline in the Sierra snowpack.  Of course the article has a contrary expert:

Mike Dettinger, a climatologist and research hydrologist at the Scripps Institute of the U.S. Geological Survey, said Christy is picking and choosing data while misleading people about what climate change scientists are actually saying.

Recent studies by Scripps scientists have found that over the last 50 years the southern Sierra snowpack has gotten larger while the northern Sierra pack has shrunk. Although they have predicted the overall state snowpack would decrease over time as a result of climate change, nobody has claimed that it has happened yet, Dettinger said. 
What's significant in terms of global warming, he said, is the fact that the snowpack has declined over three quarters of the western United States, an area that includes Montana, Wyoming and New Mexico. Scripps researchers, in coordination with Lawrence Livermore National Laboratory scientists, have concluded that 60 percent of that downward trend is due to greenhouse gases. 
"There is a popular conception that the snowpack has declined everywhere, but that is not what the science says," Dettinger said. "What we're saying broadly is that across western North America there have been declines in spring snowpack."
Might have been helpful to include this info near the beginning of the article instead of at the end.  Christy can always counter the criticism by naming names.  Go to it!


Also worth noting that he's combining different measurement systems over time to reach a conclusion, the exact thing that denialists criticize about temperature and sea level records used by climatologists.  So now we know it can be done, apparently.

The Water District reducing GHG emissions and California cap-and-trade


Today's Water District meeting featured an energy usage work study session.  We use a lot of energy moving water across much of the state and then treating it, about 5% of all our costs.  While we also have a policy saying we that want to reduce greenhouse gas emissions, our policy isn't very clear.  I pressed staff on this issue and another director, Linda Lezotte, also followed up:

(Arrgh, something won't let me post more than one video excerpt.  It's here for the December 5 2011 meeting at the 01:11:00 mark, for about 4 minutes.  Two of us seven directors say we need to do more than merely "cost-effective" efforts to reduce GHG emissions, the other five don't say anything.)

We're pretty good overall in our energy usage.  Maybe we can partner with Sonoma County to be better.
We're part of a joint powers authority for buying our power at a rate that's both cheaper and with lower carbon emissions than our local utility provides.  Our CO2 emissions are 435lbs/MWh, one-third the national average (see the first link, Attachment 4, p 17). Not the one-tenth that we need, but pretty good.

While California cap-and-trade doesn't apply directly to us, it does apply to the joint powers authority called PWRPA that we helped establish to get our power, and we may have a chance to sell carbon allowances from environmental improvements that we make:

In addition to what you can see on the video is the 3 hours that we spent in closed (confidential) session to discuss internally the negotiations with labor unions for new contracts.  Obviously I can't talk about what happened then, but the financial issues highlight how important the economics of all this is. If doing the right thing environmentally can help us out financially, we're going to do more of the right thing, especially right now when finances are so tight.

To fluoridate, someday, and a personal announcement


Previous post dilemmaized over whether and how to fluoridate at my next Water District Board meeting, which was yesterday. Here's the news:

Santa Clara Valley Water District OKs adding fluoride to its drinking water

Silicon Valley's largest drinking water provider took the first steps Tuesday toward adding fluoride to the drinking water in most of Santa Clara County, including San Jose, the largest city in the nation without the cavity-battling additive.
After a lively 90-minute debate at a packed meeting, the board of the Santa Clara Valley Water District voted 7-0 to put the district on record supporting fluoridation.

It could've been 6-1 because of a side issue where I disagreed with my colleagues about creating yet another Board committee to oversee this, but they were willing to split up the vote so I could agree with them on the main issue and then get shot down over the new committee.

I made clear that I wanted public education on infant formula and on reverse osmosis for those who don't want fluoride, and that we keep checking in on the scientific consensus. I think I'll win that fight. When we'll do this and who will pay for it is less clear. I think it's a legitimate expenditure of public funds, but we're not a public health agency. If they want Water District money to fix people's teeth, my vote would be that they have to wait a while. We need to fix our seismic risks at our dams, restore the environment, and reduce flood damages.


So there ends my fluoride series for this blog. My personal announcement is that after nearly nine years at my day job with the Committee for Green Foothills, I gave notice that it's time for me to do something else, starting in January. It's a great place, but it's time for me to do something new. I am very interested in climate change policy work, but am open to other ideas as well. I'm looking forward to seeing what will happen next.

To fluoridate or not to fluoridate, that is the question. Next Tuesday at my Water District Board meeting


I'll reproduce below most of an old post about fluoridation. I had previously expected to see an identical situation with climate change in terms of the debate, but it's not. I think factors overall favor fluoridating, but not quite as overwhelmingly as I expected. On Tuesday, my fellow Directors and I get to figure out next steps.

Fluoridation opponents have made lots of mistakes in my opinion, but supporters have overstated the consensus. In particular, fluoride levels four to eight times the recommended level do have rare adverse effects, which isn't a huge safety margin in toxicity issues (UPDATE: I mean rare and severe effects - some cosmetic problems to teeth are common). Very slight adverse effects on larger groups would also be hard to rule out.

The Center for Disease Control recommends mixing non-fluoridated water in formula for babies that use formula exclusively. I can also attest to hearing from the significant number of people, if still a minority, who are just anguished that we're putting something they consider toxic in their water. Home-based reverse osmosis systems can remove their fluoride, I think.

And then there's the money cost - over $4m to construct and $800k to operate. We might get funding to construct but get stuck with operating, which people forget is the bigger cost.

So. The staff recommendation is to proceed if someone else pays for it. We'll see. If we do go forward, we may need to educate people about infant formula and let people know they can get reverse osmosis kits if they want.

Fluoridating water, or a funny thing happened on my way to backseat driving

I originally labelled this blog Backseat Driving back in 2004 because I anticipated it to be a blog where I would second-guess decisions made by politicians and other people. That worked out fine more or less until November 2010, when for some reason I was elected to the Santa Clara Valley Water District Board. Turns out that San Jose is the largest city in the US without fluoridated water supplies (in much of the city, anyway), and the seven of us directors have to decide whether we'll help or hinder the fluoridation process. So I'm pushed into the front seat for this one.

We've got some legal and economic issues to handle (it's not quite as cheap as everyone says, I want to know where the money's going to come from), but the relevant issue here is science. I read the guest post at climate blogger Coby Beck's place, The Case Against Fluoride, fairly closely a while back, especially the raucous debate in the comments. As a spectator with some, limited reading of the available information, I'd say the fluoridators seemed more persuasive than skeptics, but it wasn't the absolute demolishing that I expected.

The fluoride skeptics really hurt their cause when say fluoride doesn't prevent cavities - it's so obviously effective that people making this claim are damaging their own credibility. I'd consider it comparable to denying that the planet has warmed in the last 50 years.

The closer issue is adverse effects, and whether a substantial number of people are very slightly harmed by fluoridation, or if a small number of people are substantially harmed. The 2006 National of Sciences report doesn't condemn fluoridation, but it doesn't absolve it, either:
Bone Fractures

....Overall, there was consensus among the committee that there is scientific evidence that under certain conditions fluoride can weaken bone and increase the risk of fractures. The majority of the committee concluded that lifetime exposure to fluoride at drinking-water concentrations of 4 mg/L or higher is likely to increase fracture rates in the population, compared with exposure to 1 mg/L, particularly in some demographic subgroups that are prone to accumulate fluoride into their bones (e.g., people with renal disease)....There were few studies to assess fracture risk in populations exposed to fluoride at 2 mg/L in drinking water. The best available study, from Finland, suggested an increased rate of hip fracture in populations exposed to fluoride at concentrations above 1.5 mg/L. However, this study alone is not sufficient to judge fracture risk for people exposed to fluoride at 2 mg/L. Thus, no conclusions could be drawn about fracture risk or safety at 2 mg/L....

(In California, 2 mg/L was the limit, and 0.7 is the new proposed goal. -Ed)
Neurotoxicity and Neurobehavioral Effects

Animal and human studies of fluoride have been published reporting adverse cognitive and behavioral effects. A few epidemiologic studies of Chinese populations have reported IQ deficits in children exposed to fluoride at 2.5 to 4 mg/L in drinking water. Although the studies lacked sufficient detail for the committee to fully assess their quality and relevance to U.S. populations, the consistency of the results appears significant enough to warrant additional research on the effects of fluoride on intelligence....

Endocrine Effects

The chief endocrine effects of fluoride exposures in experimental animals and in humans include decreased thyroid function, increased calcitonin activity, increased parathyroid hormone activity, secondary hyperparathyroidism, impaired glucose tolerance, and possible effects on timing of sexual maturity. Some of these effects are associated with fluoride intake that is achievable at fluoride concentrations in drinking water of 4 mg/L or less, especially for young children or for individuals with high water intake. Many of the effects could be considered subclinical effects, meaning that they are not adverse health effects. However, recent work on borderline hormonal imbalances and endocrine-disrupting chemicals indicated that adverse health effects, or increased risks for developing adverse effects, might be associated with seemingly mild imbalances or perturbations in hormone concentrations. Further research is needed to explore these possibilities....
(Removed discussion of bone cancer as not very troubling given its rarity. Ed.)

These were the most troubling findings, mostly about what hasn't been proven, and mostly dealing with levels that are five times what's planned for drinking water. The report expressly ignored the benefits of fluoridation. It's important to balance out potential concerns over rare, severe complications related to fluoride with the certainty that rare, severe complications can result from cavities.

The bottom line as a policy maker in my little arena is that I shouldn't try and figure out the science myself, but I should try to figure out what the scientific consensus is, figure out where the consensus doesn't yet exist, and then plug that information into everything else we have to balance.

The science seems to favor fluoridation, but it's not a slam dunk. And we still have potential policy barriers, and the overall cost issues. Figuring this all out will be interesting.

Tidal wetland sediment accretion might keep up with sea level rise in one location. Maybe.


I attended our annual Santa Clara County Creeks Conference last Saturday, with an even better than usual program that included a panel on tidal wetlands restoration in South San Francisco Bay, where we're bringing back 16,000 acres of tidal wetlands from former saltponds (will post a video link when it's online).

The restoration has barely begun, but the land that sank after being separated from tidal flows has gained sediment rapidly, something that's necessary to create a complex environment of open water, partially submerged, and emergent tidal environments. While it's slowed more after the first few years that individual ponds have been opened to the the tides, they're still adding sediment, two inches annually, far more than the worst projections for sea level rise.

So, good for us. Except that California is a geologically young area with lots of gradients, erosion, and sediment flow. Our particular part of San Francisco Bay might also disproportionately benefit from the "backwash" of sediment from the rest of the Bay.

Our tidal wetlands can keep up where they are, for now, but whether that will work in other places is less clear.  Still, it's one small piece of good news that demonstrates the value of restoring tidal wetlands, which have been lost to a far greater extent in the US than even freshwater wetlands have.

Occupy Wall Street, and I have one-seventh of the vote over several hundred million dollars


My light-speed brain took over a month to put the two issues in the blog headline together. Santa Clara Valley Water District has several hundred million dollars in financial reserves. I wonder if there's anything financially responsible that the Water District can do with the voters' financial reserves, in light of the abuse of the financial system by Wall Street titans.

Just thinking, no answers yet....

My weeklong life as a Washington water lobbyist

I'm not sure how interested the bunnies are in my spectacularly exotic work at a local water district, but I guess I'll find out. I spent this week as one of two elected directors visiting Washington DC to talk about our local flood control and water supply projects, and to try and scare up some money for more. Some notes:

  • I can confirm the obvious statement that the budget process is broken. I respect the antipathy to earmarks and am open to replacing them with another process, but what we have instead is virtually no process to provide local input into federal decision-making about local projects. We had multiple meetings with Congressional offices where they often said they could do little to help, and just one with the Office of Management and Budget, which now has all the power.
  • There is real interest in the Obama Administration in the environment. We talked about environmental benefits to one relatively high-level official in the Department of Agriculture who'd been hired from an environmental organization. She raised Obama's Great Outdoorsinitiative that tries to reconnect Americans to our natural environment, including urban areas. So I pointed to a map that we brought. Here in south San Jose, wild elk will sometimes roam within city limits. In north San Jose where San Francisco Bay ends,leopard sharks swim. Connecting them is Coyote Creek, a major intact riparian system running through central San Jose with migrating, endangered steelhead, a bike/pedestrian pathway, great views of hawk nests. Our flood control project is a major tributary where we want to rip out concrete, replace it with vegetated-earth banks, and add riparian habitat next to an elementary school. She liked it.
  • We can at least take some actions to adapt to climate change. We're trying to restore 15,000 acres of abandoned salt-making ponds to tidal wetlands, but the pond levees form part of the antiquated levee system protecting urban land in the South Bay. We want to rebuild and strengthen the landward side of the multi-ring levee system, and only then can we breach the bayside of the salt pond levees and restore them to tidal flow and vegetation. This was our one meeting with OMB, and there I emphasized that we're sizing the levees to accommodate 50 years of sea level rise (based on Cal. Academy of Sciences 2006 report, using the high end of three scenarios), and sized so they can be built up higher if needed. The OMB people seemed interested, so we'll see.

I sure wish I knew politically-viable ways to make GHG emissions pay for our climate adaptation projects, either on a local, state, or national level, but it's not jumping out at me (don't forget that "politically-viable" requirement). Our riverine flood protection projects also have to be sized for sea level rise because they empty into the Bay, so the costs add up.

My one other observation is that a lot of people we met with sure are young. Our nation is in the hands of twenty-somethings, presumably because we can get away with paying them nothing and working them constantly. Let's hope it works out.
